part of the cutter shall become detached accidentally during normal usage. Parts shall be castings,
forgings, molded, or welded with no plugging or peening used for reclaiming castings or forgings. Surfaces not plated or of corrosion-resistant material shall be primed and painted with a good grade of enamel. All parts having the same manufacturer's part number shall be completely interchangeable without requiring modification. The unit shall operate efficiently in either the horizontal or vertical position. The capacity, weight, and dimensions for various rope size cutters is as specified in Table 1.

3.1.1 Hydraulic Unit. The hydraulic unit shall be capable of operation by continuous hand pumping and shall develop sufficient pressure to easily force the cutting blade through the maximum size wire rope for which the cutter is rated. A release valve shall provide a positive return of the blade to its original position. There shall be no leaks of any hydraulic oil when operated in any normal working position under maximum working pressure or when idle. A means shall be provided to prevent damage if pumping is continued after severing the wire rope. The unit shall be filled to the normal level with standard hydraulic oil used in cutters. The unit for each size cutter (Table 1) shall be capable of providing a minimum thrust of 12, 16, and 28 tons for sizes 1, 2, and 3, respectively.
3.1.2 Cutting Blade. The cutting blade shall be of high grade tool steel properly hardened between 58 and 66 on the Rockwell C scale and shall be easily removable for resharpening or replacement. The design shall be such that blades will cut clean, leaving the rope end free of jagged wire and minimizing the deformation of the original roundness of the rope.
3.1.3 Rope Holder. The rope holder shall be hinge-mounted and designed for simple, positive latching or other suitable means for easily inserting the wire rope to be cut. The holder shall have blade guides incorporated to assure a clean even cut.
3.1.4 Main Body. The main body shall incorporate the hydraulic unit and cutting blade, and a means shall be provided for easily carrying the entire cutter in one hand. The underside of the body shall be suitably finished to prevent the tool from rocking under maximum load when operating on a flat surface.
3.2 Marking. The tool shall be marked with the manufacturer's name or identifying symbol and the state or country of manufacture, unless otherwise specified. All identification markings shall be engraved, etched, molded, or indented directly on the item's surface in such a manner that it remains clearly legible throughout the life of the item.
3.3 Workmanship. Details of workmanship shall be in accordance with the best commercial practice. Paints, coatings, platings, and finishes shall be smooth, adherent, continuous, and not stained or discolored. External surfaces shall be free of tool and gouge marks, nicks, or other surface imperfections. The item shall be free from manufacturing defects (ie. pits, rips, fins, burrs, tears,
